建立市场经济体制给公安工作带来的新情况新问题在几十年计划经济体制下,公安机关形成了一套与之基本相适应的管理模式,建立市场经济体制,给公安工作带来了许多新情况、新问题,原有的管理模式已不能完全适应。主要表现在以下几个方面:企业安全保卫体制不适应市场经济是一种参与社会生活各主体之间地位平等的经济形式。根据这一特点,政府转变职能,实行政企分开,一些经济管理部门变为经济实体,不同性质的企业组成企业集团或互相兼并,管理部门与企业之间管理与被管理的关系,企业与企业之间行政等级关系逐步弱化或消失,我们过去实行的“抓系统、系统抓”这一按照行政隶属关系抓企业保卫工作的体制出现了空档、断层。过去内保工作的职责范围是按照县属以上国有、集体单位的性质划分的,实行的是条条管理。现在,机关、企事业单位纷纷到社会上兴办实体,发展第三产业,三资企业、乡镇企业、个体私营企业如雨后春笋遍布城乡,突破了地区、行业、部门的界限,打破了分级管理的格局,目前内保部门条条统、封闭式的体制已明显地暴露出管辖不清、管理不顺的弊端。《企业法》、《企业转换经营机制条例》都规定,企业有权自行确定内部机构设置和人员配备,政府部门不得随意干涉。1992年以来,烟台市共撤并保卫科42个。裁减保卫干部67名,还有一些精简下来的老弱病残塞进了保卫岗位,一些新建企业根本未设保卫机构或保卫人员,保卫工作受到削弱。由此可见,过去按职工比例设保卫机构、人员的规
