当前我国政府问责制建设在完成快速推进后,进入了调整完善阶段。但问责制的理论研究滞后,对问责制的理解陷入误区,主要表现为:把问责制的效应仅仅理解为一种惩戒机制,把问责制简单等同于引咎辞职制,把问责制简单理解为上问下责,把问责制仅仅理解为事后的责任追究制度,把问责制看成是对具体过失的惩罚。深化对问责制本质内涵的解读,破解政府问责制建设中的困境就在于:突破“官本位”文化的桎梏,理顺党政关系,超越体制的困境,跟进立法、制度和机制建设,强化异体问责功能。
At present, the construction of the accountability system of our government has entered a stage of adjustment and improvement after the completion of its rapid promotion. However, the theoretical research on accountability lagged behind and the understanding of the accountability system was misunderstood. The main manifestations were as follows: the effect of the accountability system was only understood as a disciplinary mechanism, the accountability system was simply equal to the system of taking the blame and resignation, System is simply understood as asking the next responsibility, the accountability system only as an ex post accountability system, the accountability system as a punishment for specific negligence. Deepening the interpretation of the essence of the accountability system and cracking down on the predicament in the construction of the government accountability system lies in: breaking through the “official standard” and cultural misunderstanding, straightening out the relationship between the party and the government and surpassing the system, and following up the legislation, the system and Mechanism construction, strengthen the heterogeneous accountability.
