武钢1984年实行工资总额同上缴利税挂钩的办法后,把改革内部分配制度作为完善企业经营机制的措施和基础工作来抓。调动了企业经营者和广大职工的积极性,企业经济效果显著提高。1986年与挂钩前的1983年相比,钢、铁、材大幅度增长,引进的一米七轧机系统全面超过设计能力。1986年上缴利税比1983年净增4.4亿元,比挂钩前三年增加的上缴利税2.1亿元增长一倍多,改革以来全员劳动生产率一直居全国大型钢铁企业之首。
