近年来虽然江西省的财政支出结构不断优化,经济事务支出占财政支出的比重持续下降,与此同时财政用于教育、社会保障、医疗卫生和住房保障等民生领域的支出相应增加,但与改善民生为基调的财政支出最优结构相比较,江西省财政用于教育、医疗卫生、社会保障、住房保障等方面的支出仍然偏少。因此,江西必须优化财政支出结构,把压缩的公共服务支出和减少竞争性领域投资后增加的财政资金的一定比例用于民生领域,加大对民生的投入力度。
In recent years, though the structure of fiscal expenditure in Jiangxi Province has been continuously optimized, the expenditure on economic affairs has continued to fall in the share of fiscal expenditure, while the expenditure on finance for people’s livelihood such as education, social security, health care and housing security has increased correspondingly. However, People’s livelihood as the keynote of the optimal structure of fiscal expenditure, Jiangxi Province, finance for education, health care, social security, housing security and other aspects of the expenditure is still small. Therefore, Jiangxi must optimize the structure of its fiscal expenditure and devote a certain percentage of the increased public expenditure on public services and the increase in financial resources after investment in the competitive area to the field of livelihood, so as to increase investment in people’s livelihood.
