实行干部能上能下制度,认真做好调整不胜任现职领导干部工作,是深化干部制度改革的一个关键性问题。但目前不称职干部难“下”的问题仍十分突出。主要原因是:1、有些地方和单位的领导对调整不胜任干部缺乏正确的认识,决心不大,态度不坚决,抓得不紧不力。存在着等待、求稳和应付的消极心理。2、未形成正确的舆论导向,正确的“上下观”、“荣辱观”及“无功便是过”的
Implementing a cadre’s ability to get on and off, earnestly and properly adjusting the incumbent cadres’ work is a key issue for deepening the reform of the cadre system.
