资金管理做为服务于企业发展战略的财务控制行为,伴随包钢的初创、发展、转型,管理模式也发生着重大转变。从包钢初创时期的给予集团各成员单位较大资金自主权,发展到包钢发展壮大期间资金高度集中于总部的“结算中心制”。进入本世纪包钢面临转型,怎样才能与新时期包钢发展相适应,笔者提出了自己的建议:由资金高度集中的“结算中心制”向“金融平台制”转变,以期更好地服务于包钢转型期的战略要求。
As a financial control service that serves the development strategy of an enterprise, capital management has also undergone a major change with the start-up, development, transformation and management mode of Baotou Steel. From the start-up period of Baotou Steel Group, the members of the Group were given greater financial autonomy and developed into a “settlement center system” where the capital is highly concentrated in the headquarter during the period of the development and expansion of Baotou Steel. Entering this century, Baotou Steel faced the transformation and how it could adapt to the development of Baotou Steel in the new era. The author put forward his own suggestion that the reform should be made from the highly centralized “clearing house system” to “the financial platform system” Good service in the transformation of the strategic requirements of Baotou.
