党的十五届五中全会提出“完善文化产业政策,加强文化市场建设和管理,推动文化产业发展。”文化产业的发展已进入一个新的历史时期,文化资源商业性开发的重要性日渐显现。电视文化也将走出以往狭隘的领域,形成新的文化产业,并成为文化产业中的重要组成部分,产生巨大的经济、社会效益。深入研究解决电视文化产业化进程中存在的以下几个问题,无疑具有很强的现实意义。 一、强化电视文化的产业文化意识。进入20世纪,随着科学技术进步,工业化、都市化、商品化成为这个时代的重要特征。在这样的时代背景下,一个以文化工业生产为特征,以市民大众为重要消费对象,以电子传播媒介为手段的电视文化,首先滥觞于欧美等国,并迅速在世界各地蔓延。这种依靠电子媒介传播的文化,是一项高科技、高投入的新式媒体。电视传播所要求的高额原始投资,高价节目和高价转播权等高额经常性费
