京沪高铁开通运营后一直话题不断,牵引着铁路部门、乘客、民众和媒体的神经。虽然铁道部力言京沪高铁安全可靠,但是接连发生的事故把京沪高铁推到了尴尬的境地,事故让京沪高铁从掌声中陷入到质疑声中。铁道部则宣称,“停运”证明高铁安全性好,并表示京沪高铁将尽快走出故障集中期。高铁是高科技的产物,是一个复杂的技术系统,由于气候、环境等诸多因素的影响,高铁在运营过程中会面临各种各样的挑战。在武广高铁开通第一年也因故障频频饱受质疑,然而其此后运行就顺畅了很多。从国内、国际铁路运营历史来看,通常在铁路新线开通运营的时候,也是问题逐渐显露的时候,这是一个相对集中的发现问题、处置问题的阶段,符合新生事物发展规律,称之为“磨合期”。作为刚投入运行不久的京沪高铁出现故障本是可以理解的,但为何公众在高铁出现故障后更多的是对“铁老大”口诛笔伐?首先是因为,铁路部门本应在磨合期内对车辆运营做更多的调试,从而对诸如极端天气这些可以预见的影响因素作出应对策略。其次,这和公众缺少从一开始就能参与公共服务项目的渠道有关,除了只能接受项目上马时一边倒的“叫好声”外,公众缺乏足够透明的信息来帮助其作出理性判断。 After the Beijing-Shanghai high-speed rail operation has been continuously talked about, pulling the railway sector, passengers, the people and the media’s nerve.
