公元前221年,秦皇嬴政灭六国,创立了中国历史上第一个统一的封建中央集权国家——秦朝,分全国为36个郡,郡下设县。公元前214年,秦始皇派兵南定百越,增设南海、桂林、象三郡,今广东大部地区分属南海郡。秦统治广东时间不长,至公元前206年(同年,刘邦建立汉朝,南海郡尉赵佗拥兵自立,建立南越国)的8年内,南海郡下置多少县,说法不一,主要有三说:《简明广东史》载:
