工程项目临时组织由业主、设计、监理和承包商项目团队组成,对团队能力的科学评价有利于提升工程项目临时组织的管理水平。基于文献调研,该文从能力形成视角界定项目团队能力的内涵,辨析其要素结构并构建测量模型,利用226份水电工程项目团队调研问卷的数据进行实证检验。通过信度效度检验、因子分析、回归分析和对比分析,得到主要结论:1)项目团队能力可以用团队领导能力、团队内在能力和团队外显能力这3个因子描述,并用16要素指标测量,其中团队内在能力比团队外显能力和团队领导能力影响更大;2)项目团队能力的测量可以采用一阶或二阶模型,前者适用于需要详细测量各能力因子的情况,后者适用于需要总体测量团队能力的情况;3)对能力现状评价结果显示,复杂项目的团队和设计团队的能力相对较高,而当业主团队能力不高时其设计和监理团队的能力则相应较高形成了对项目所需管理能力的补充。
The temporary organization of the project is composed of the project team of the owner, design, supervision and contractor. The scientific evaluation of the team's ability is conducive to enhancing the management level of the temporary organization of the project. Based on the literature survey, this paper defines the connotation of project team capability from the perspective of capacity formation, analyzes its elemental structure and builds a measurement model, and conducts empirical tests with data from 226 hydropower project team survey questionnaires. Through the reliability and validity test, factor analysis, regression analysis and comparative analysis, the main conclusions are as follows: 1) The project team's ability can be described by three factors: team leadership, team's internal ability and team's explicit ability, , In which the team's inherent ability is more influential than the team's explicit ability and team leadership ability; 2) The project team's ability measurement can adopt the first-order or second-order model, the former is suitable for the situation that needs to measure each capacity factor in detail, 3) The evaluation of the status of capability shows that the capacity of the team and the design team in the complex project is relatively high, while the capability of the design and supervision team is correspondingly higher when the owner team's ability is not high Complement the project management capabilities required.
