在大跃进和国民经济调整时期,我国农村集市贸易经历了从关闭到有限开放,第二次关闭到重新恢复,再到进一步恢复的曲折历程。总的来说,这一时期我国的农村集市贸易政策是管得过严、管得过死。关闭农村集市、限制集市贸易是因为夸大了农村集市贸易冲击计划市场、滋生“投机倒把”和产生资本主义等消极作用;开放农村集市、恢复集市贸易是因为认识到了农村集市贸易在促进农副业生产发展、活跃城乡市场中的重要作用。
