在南京,有不少直接隶属于中央或省的大企业,它们拥有技术设备和人才的优势。怎样使这些大企业饶有余力的优势条件从体制与习惯形成的“高墙深院”中走出来,更好地为发展生产力发挥作用,南京市的成功经验是六个字:“靠上去,引出来”。地方企业要采取主动,礼下于人,移樽就教;中央或省属大企业也要能够打破旧的观念,旧的做法,灵活反应,积极配合。事实证明,这种联合协作,不仅对搞活地区经济有利,对企业双方也都是有好处的。
