人力资源战略性规划缺乏,选拔与用人机制以“人情”为本,员工对组织的认同感较低,均是企业人力资源管理实践中存在的问题。《管子》一书在思想上集众家之所长,富含精到的用人艺术。其中《立政》篇的用人之道体现在:坚持德位相符、功禄相当、能职相称,行仁、让贤、公正与恪职的人才标准;提倡人才举荐中不越级,人才赏罚时依法令;推崇人才配置中各司其职、分工明确。现代企业人力资源管理可以借鉴这些用人之道:重视人力资源的战略规划;营造公开公正的组织环境;造就德才兼备的企业高管;创建依法用人的长效机制;关注企业培训的对象分层。
