当我们高兴地看到我国每年新增电话用户突破千万大关时,我们不应忽视这样一个基本事实:占全国人口80％的农村,电话数量仅占全国总数的十分之一。我国城乡电话的规模及质量存在巨大差别。在几个繁华的大城市集中了当今最先进的通讯设施,而一些农村地区至今连摇把子磁石电话也没有。面对这种严重失衡现象,我们必须大力发展农村电话,努力缩小城乡通讯差距,以适应农村经济发展的需要。
When we are happy to see that the number of new telephone subscribers in our country exceeds 10 million each year, we should not overlook the basic fact that the number of telephone calls in the rural areas, which make up 80% of the country’s population, only accounts for one tenth of the national total. There is a huge difference between the size and the quality of our country’s urban and rural telephone. In some bustling big cities, the state-of-the-art communications facilities are now centralized, while some rural areas have so far failed to call their tongs. Faced with this serious imbalance, we must vigorously develop rural telephone calls and work hard to narrow the gap between urban and rural areas in order to meet the needs of rural economic development.
