2013年7月,海关总署会同商务部制发了《商务部、海关总署关于广东省加工贸易审批改革有关工作的通知》(商产函〔2013〕449号),对暂停加工贸易和转内销审批后,涉及到的外经贸与海关间业务衔接问题予以明确。在此基础上,海关总署进一步制发了《海关总署关于广东省行政审批制度改革中涉及海关保税监管业务有关问题的公告》(公告〔2013〕51号,以下简称《公告》),对涉及行政相对人权利义务调整的海关监管问题予以公告。现就行政相对人比较关注的问题解答如下:
