国有企业青年工人中的高级工比例偏低,技术断层现象明显,操作技术同高新设备要求的差距较大,且学习技术的热情不高,缺乏危机紧迫感。原因主要来自于:未能充分体现按劳分配的用工、分配制度的压抑;管理层对青工学习提高机会的冷漠;社会“拜金思潮”的冲击;国企工人地位的降低趋势;国企内部的消极现象。提高技术素质的关键在于充分利用青工的求知欲;强化岗位培训;引入竞争上岗机制;建立激励机制;多方创造条件。
The proportion of senior workers among state-owned young workers is low, and the technical fault is obvious. There is a big gap between operational techniques and the requirements of new and high-tech equipment, and the enthusiasm for learning technology is not high, and there is no sense of crisis urgency. The reasons mainly come from: the failure to fully reflect the employment-based distribution of labor according to work, the suppression of the distribution system; the indifference of management to the promotion of young workers’ learning; the impact of “worships money” by the society; the declining trend of the status of workers in state-owned enterprises; phenomenon. The key to improve the technical quality lies in making full use of intellectual curiosity of young workers; strengthening post training; introducing competitive employment mechanism; establishing incentive mechanism; and creating conditions for multiple parties.
