在围绕“教育转型发展”这一核心战略所实施的“战术”中,创设学校、家庭和社会“三位一体”的育人机制,以促进现代学校制度的建立,成为破解当前“学校闭门办学、家长校门难进、学生学习单一、社会资源闲置”这一困局的关键点。2012年长宁区教育局根据市教委有关项目开展研究,在区域层面成立了长宁区家长协力委员会,吸收各学校管理者和家长委员会委员参加,尝试在区域层面为各学校提供家校互动的机会;2013年长宁区区委牵头,确定了33项社会教育资源点,并印发了资源使用指导手册。

In 2013, the district committee of Changning District took the lead and identified 33 social education resource points and issued the resource manual.
