1995年底,国家人事部在编辑《1995年全国人事大事记》时,收录了石家庄市人事局实行全员双向选择、竞争上岗的做法。把一个市人事局的工作收进《大事记》,当时在全国尚属首例。其实,国家人事部关注石家庄市人事局的工作已经不是第一次了。从职称改革、军转干部安置到工资基金管理等等,石家庄市人事局有六七项工作在全国性的会议上介绍过经验,在同行中留下了深刻印象,在人事系统引起了很大反响。
