科学发展观,是中国共产党关于发展思想的划时代创新。深入贯彻落实科学发展观,是加快中部崛起、确保全面建设小康社会宏伟目标顺利实现的重要保障。抓住影响经济社会又好又快发展的薄弱环节,完善财政政策和管理,形成有利于科学发展的财政机制,是深入贯彻落实科学发展观的重要内容。结合河南实际,当前要着力在形成三个机制方面下功夫。
The scientific concept of development is an epoch-making innovation of the CPC in developing its thinking. To thoroughly implement the scientific concept of development is an important guarantee for the smooth realization of the grand goal of accelerating Central China and ensuring the building of an overall well-to-do society. Seizing the weak links that affect sound and fast economic and social development, improving fiscal policies and management and forming a fiscal mechanism conducive to scientific development are important elements for thoroughly implementing the scientific concept of development. Combined with Henan’s actual situation, efforts should be made at present to make efforts in forming the three mechanisms.
