2008年席卷全球的金融危机,迫使每个国家在试图稳定本国金融市场的同时,反思本国的金融市场管理。我国证券市场,虽然在这场危机中所受影响不大,但是由于对证券市场的行政化管理,导致目前我国证券市场的发展受阻。在寻求证券市场发展突破口的当下,文章从证券市场监管的指导思想——证券监管理念入手,在深入了解证券监管理念的实质及其作用的前提下,结合我国目前证券监管的现状,提出建立以保护公众投资者为价值归属的证券监管新理念。
The global financial crisis in 2008 forced every country to reflect on its financial market management while trying to stabilize its financial markets. Although China’s securities market has not been much affected in this crisis, due to the administrative management of the securities market, the development of China’s securities market has been hindered at present. At the moment of seeking a breakthrough in the development of the securities market, the article starts with the guiding ideology of securities market supervision - the concept of securities supervision.
