我国已加入WTO,铁路建设市场需要按照入世承诺逐步开放。铁路建设市场一方面面临国际建筑企业的竞争,另一方面也面临建设管理力量不足的问题。建议采用“允许外商建筑企业进入而通过设置资质管理和分级审批标准”的方式开放铁路建设市场,鼓励国外企业以合资、合作方式参与铁路建筑施工,鼓励国外咨询企业进入我国铁路建设市场,对国外勘察设计企业严格按照企业资质管理规定有步骤地开放,规范铁路建设管理,为我国铁路建设市场服务。
Since China has acceded to the WTO, the railway construction market needs to be gradually opened up in accordance with its WTO commitments. On the one hand, the railway construction market faces the competition of international construction enterprises, on the other hand, it faces the problem of insufficient management power in construction. It is suggested that the railway construction market should be opened in a way that allows foreign construction enterprises to enter and pass the standards of qualification management and grading examination and approval to encourage foreign enterprises to participate in railway construction with joint ventures and cooperation and encourage foreign consulting enterprises to enter the railway construction market in China. Survey and design enterprises in strict accordance with the provisions of enterprise qualification management step by step opening up, standardize the management of railway construction, railway construction market for our service.
