去年6月江泽民总书记视察小浪底工程时指出:“水利要培养一支队伍,要打出去,不光是承包工程,要输出工程技术,输出管理,占领国际市场。水利行业有这个能力。”这是江总书记从全局、战略和政治的高度对水利提出的要求。水利部党组把江总书记的指示作为重要战略任务来抓,把“打出去”的工作列为重要的议事日程,中国作为水利大国,应为世界水利的发展做出较大的贡献。为了贯彻落实江总书记“水利要打出去”的指示精神和水利部党组的部署,我司与《中国水利》杂志编辑部联合举办为期一年的(1997年6月～1998年6月底)
In June last year, General Secretary Jiang Zemin inspected Xiaolangdi Project and pointed out: “Water conservancy has to train a contingent of people to fight it out, not only to contract projects but also to export engineering and output management and occupy the international market.” General Secretary Jiang put forward the requirements for water conservancy from the perspective of overall situation, strategy and politics. The party committee of the Ministry of Water Resources has taken General Secretary Jiang’s instructions as an important strategic task and made “making it out” an important agenda. As a large water power country, China should make greater contribution to the development of world’s water conservancy. In order to implement the spirit of General Secretary Jiang’s “Water Conservancy” and the deployment of the Party Group of the Ministry of Water Resources, our company and the editorial department of “China Water Resources” jointly held a one-year (June 1997 to the end of June 1998)
