永宁县围绕“宁夏新跨越,银川大发展,永宁怎么办”的问题,提出争创“西部百强县”的发展目标。首先,笔者认为,要通过解放思想来解决干部的思想问题、认识问题,才能推动永宁经济社会实现跨越式发展。没有思想的大解放,就没有经济的大发展;没有思想的大解放,就没有观念的大更新;没有观念的大更新,就无法争创“西部百强县”。
