管办分离作为中国经济社会改革的一个新名词,越来越频繁地出现在大众的视野之中。但是,在中国事业单位管办分离改革的过程之中出现了许多难以回避的问题。本文以我国职业足球管办分离改革为例,简述了管办分离改革数十年发展历程,结合对中国职业足球现行改革路径的思考,强调要将改革的目标与发展的目标相结合,解决管办分离改革中容易出现的诸多低效率问题,真正实现经营权和所有权的分离。
As a new term for the reform of China’s economy and society, the separation of management from office has become more and more frequent in the general public’s perspective. However, many unavoidable problems have emerged in the course of separating and reforming the administrative institutions in China. This article takes the separation and reform of the professional football administration in our country as an example, briefly describes the development course of the separation reform of the management office for dozens of years, and considers the current reform path of the professional football in China.
