自2010年《国家中长期人才发展规划纲要(2010—2020年)》颁布以来,一系列人才政策和人才工程颁布实施,对人才规划以及相应人才工程和政策的监测评估日益受到重视。本研究构建了评估工作理论分析框架,建立了以匹配性、适应性和成长性为核心要素的人才工作绩效评估指标体系,通过采取信息采集、问卷调查、访谈座谈、实地考察和引进人才自评等方式对广东“珠江人才计划”进行评估,在实施的成效、问题和建议等方面得出了一些结论。
Since the promulgation of the National Medium and Long-Term Talents Development Plan (2010-2020) in 2010, a series of talent policies and human resources projects have been promulgated and implemented, and the monitoring and evaluation of talent planning and corresponding talent projects and policies have drawn increasing attention. This study constructs the theoretical framework of evaluation work, establishes a performance evaluation index system of talent performance based on matching, adaptability and growth as the core elements. Through the collection of information, questionnaires, interviews, field visits and the introduction of talent self-assessment And other ways to assess Guangdong's “Pearl River Talents Scheme”, and draw some conclusions on the effectiveness of implementation, problems and suggestions.
