2014年10月13日,交通运输部发布《关于加强危险品运输安全监督管理的若干意见》。《意见》指出,近年来危险品运输安全生产重特大事故时有发生,特别是山西“3·1”特别重大道路交通危化品燃爆事故、浙江杭州桐庐县境内化学品泄漏事故以及湖南“7·19”特别重大道路交通运输事故,引起了党中央国务院高度重视和社会广泛关注。为坚决遏制危险品运输安全生产事故的发生,就加强危险品运输安全监督管理提出15条意见。其中与危险货物道路运输相关的部分意见摘录如下。
On October 13, 2014, the Ministry of Transport issued “Several Opinions on Strengthening the Supervision and Administration of Hazardous Materials Transportation Safety.” The Opinions pointed out that in recent years, serious accidents in the transport of dangerous goods have taken place, in particular the explosion of dangerous traffic and transportation of special road traffic in Shanxi Province and the chemical leakage in Tonglu County, Hangzhou, Zhejiang Province. Hunan “7 · 19” special road traffic accidents, caused the Central Committee of the State Council attaches great importance to and widespread public concern. In order to resolutely curb the occurrence of dangerous goods transport safety accidents, put forward 15 opinions on strengthening the safety supervision and management of dangerous goods transport. Some of the comments related to the road transport of dangerous goods are summarized below.
