近年来,随着“一户多宅”“空心村”等问题的大量涌现,农村宅基地问题又被推上了风口浪尖。宅基地一方面具有保障农民基本生活之功用,另一方面还存在着巨大的市场流转之需求,在这看似矛盾的双重价值属性下,需要在限制与流转之间找寻一条适合我国当下城镇化迅速推进之国情的路径,从而在保障农民权益的同时满足宅基地使用权之市场需求,提高土地资源利用效率。
