一、我国总体创新能力已经严重滞后随着国际国内背景发生重大变化,国际竞争界已经从生产环节前移到研发环节。国际化大生产是一个“微笑型曲线”,处于高端的是专利、品牌、技术和标准,而处于低端的是加工组装。没有自己的技术、专利、品牌、标准支持的“世界工厂”在国家经济分工中只能处于增值链的底端,成为他人高回报的“垫底”,
First, China’s overall innovation capability has lagged far behind With the significant changes in the international and domestic backgrounds, the international competition community has moved from production to development. Internationalized mass production is a “smile curve”, at the high end is the patent, brand, technology and standards, while in the low-end is processing assembly. The “world factory” without its own technology, patents, brands and standards can only be at the bottom of value-added chain in the country’s economic division of labor and become the “bottom” of high returns for others.
