由国家计划委员会和国家科学技术委员会共同组织实施的“将《中国21世纪议程》纳入国民经济和社会发展计划研究与培训”项目已正式启动,首期培训班1994年11月21日～26日在北京中国国际可持续发展培训中心隆重举行。国家计委副主任陈耀邦、国家科委副主任邓楠出席了首期开幕式,并作了重要讲话。出席开幕式的还有联合国开发计划署驻华总代表贺尔康,联合国工业发展组织驻华主任戴维斯。 陈耀邦副主任在讲话中指出:“我国的基本国情和要实现的战略目标都决定了中国今后不能走只注重数量增长,不考虑资源持续利用的发展模式,而必须以可持续发展的战略思想为指导,从经济、社会资源和环境
