当前中高级公务员权威衰减既有转轨时期特殊因素,也有更深层次体制弊端。提高中高级公务员威信的措施主要有:有效绩效考评机制确立完善、心智转变以促进依法行政、融管理技能于政治智慧等。
At present, the declining authority of middle and senior civil servants has both the special factors of the transitional period and the defects of deeper systems. Measures to improve the prestige of senior and mid-level civil servants are: establishing a sound performance appraisal mechanism, changing the mind to promote administration according to law, and financial management skills to political wisdom.
