浓墨重彩写华章——河北省农村中小学现代远程教育工程巡礼

为提高农村基础教育质量,推进义务教育均衡发展,2003年,我国开始实施农村中小学现代远程教育工程。通过教学光盘播放点、卫星教学收视点和计算机教室三种模式,把优质教育教学资源和教学方法送到农村中小学。“农村远教工程”的实施,是适应全面建设小康社会的需要,是实现经济与社会、城市与农村、人与自然协调发展的重要举措,是推进农村教育跨越式发展、城乡教育均衡发展和基础教育现代化的需要,是实现教育“三个面向”的重要途径。“农村远教工程”的实施,还可以大力推动“三教统筹”、农科教结合,为农村职业技术教育服务,为党员干部教育服务,为农村经济和社会发展服务。如果说,普及九年义务教育工程奠定了农村教育的百年基业,使农村中小学的办学条件实现了质的飞跃的话,那么,新世纪初开始的这项“农村远教工程”则大大缩小了城乡教育的差别,使广大农村中小学的办学质量和效益提升到新的高度。尤其重要的是,“远教工程”的实施,不仅使农村学生享受到优质教育资源,扩大了视野和知识面,其对教师教育理念和教学方法的改变,更将化为一种无形的力量,推动农村教育走向新的天地。 In order to improve the quality of rural basic education and promote the balanced development of compulsory education, in 2003, China began to implement modern distance education projects in rural primary and secondary schools. Through the three modes of teaching CD playback points, satellite teaching reception points and computer classrooms, quality teaching resources and teaching methods are sent to rural primary and secondary schools. The implementation of the “Rural Education Project for the Countryside” is an adaptation to the needs of building a well-to-do society in an all-round way. It is an important measure for the coordinated development of the economy and society, urban and rural areas, and people and nature. It is to promote the leap-forward development of rural education and the balanced development of urban and rural education. The need for modernization of basic education is an important way to realize the “three aspects” of education. The implementation of the “Rural Education Project” can also vigorously promote the “three educations co-ordination,” integration of agriculture, science and education, serve rural vocational and technical education, serve the education of party members and cadres, and serve the rural economy and social development. If we say that the universal nine-year compulsory education project has laid a foundation for rural education for a century, and the conditions for running schools in rural areas have achieved a qualitative leap, then the “far rural tele-education project” started at the beginning of the new century will be greatly reduced. The difference between urban and rural education has brought the quality and benefits of rural primary and secondary schools to a new height. What is particularly important is that the implementation of the “distance education project” will not only enable rural students to enjoy quality educational resources, expand their horizons and knowledge, but will also change the concept of teacher education and teaching methods to an invisible force.
