矿产资源勘查活动是不是商品生产过程?其所获矿产储量能否用社会必要劳动时间来衡量?回答这两个问题必然涉及矿产勘查工作“风险”问题.从经济学角度考虑,“风险”可认为是“一个投资者面临赢利或亏损可能性”(引自《现代经济词典》1981年版).对矿产勘查工作来说,“风险”应是找不到可利用矿产地的可能性,或是经过地质勘查获得的矿产资源信息的价值不能在商品交换中获得补偿,地勘单位面临亏损.这种情况是否存在,其存在的范围如何?
Mineral resources exploration activity is not a commodity production process? Can its mineral reserves be measured by socially necessary labor time? Geological exploration units are faced with losses. Does this exist and what is the scope of its existence?
