7月10日,在由世界经合组织亚洲公共治理中心、浙江大学、杭州市政府三方共同主办的“绩效考评与政府创新国际研讨会”上,杭州成了焦点。浙江大学行政管理研究所在一份名为《中国政府绩效评估:理论和实践》的研究报告中用独立的篇章,专门阐释了题为“公民实践——杭州模式”的评估体系。报告认为,和以前的地方政府绩效评估相比,“杭州模式”实现了向“公民满意原则”转变,体现了政府工作重心由“政府本位”向公民取向转变;和其他地方的“公众评议政府”活动相比,杭州市的满意评比体现了持续性和发展性。
