四川省筠连县地处长江上游,生态环境状况对长江流域有着不可忽视的影响。四川省委、省政府把退耕还林3万亩的试点任务交给了筠连县。面对这一重任,县人武部党委“一班人”立即召开全县专武干部会议进行退耕还林动员,要求专武干部认真思考“西部大开发,筠连怎么办,民兵怎么干”等问题,并就组织民兵参加西部大开发,积极退耕还林,建造“长江上游生态屏障”作了部署,下达了任务,提出了具体要求。
