2003年上海外经贸发展思路是:在党的十六大精神和“三个代表”思想的指引下,按照上海要建成现代化国际大都市和“四个中心”的要求,抓住中国加入世贸组织的机遇,抓住上海申办2010年世博会成功的机遇,以新思路促进外贸出口,以新举措促进利用外资,以新方式促进“走出去”,以新突破促进国有外贸企业改革,以外经贸工作的新成绩为上海国民经济和社会发展作出新贡献。
