清明已過,春耕季節已經到來,各級政府應即切實組織與領導廣大農民投入春耕生產運動,不得有誤農時,致誤生產。在減租退押清理積谷運動中,羣衆所得果實,必須保證全部用到生產上,渡過災荒,搞好春耕。為使廣大農民安心生產,本府特頒佈春耕動員令如次: 一、凡減租退押已經結束地區,應迅速召開農民代表會議,討論生產,分配果實,立即轉入春耕生產,不得大吃大喝,浪費糧食。在減租退押未結束地區,亦應以轉入春耕生產為主,利用空隙時閒,結合生產來進行減租工作。二、保護中農利益,凡減租退押中有個別侵犯中農利益者,必須說服農民作到道歉賠償,以期團結一致,積極生產。
