近两年来,各地在推行承包经营责任制过程中,根据国务院国发[1988]13号文件发布的《全民所有制工业企业承包经营责任制暂行条例》的有关规定,对全民企业经营者的收入和奖罚,制订了一些具体实施办法,体现了按劳分配的原则,实行的效果总的来说是好的,促进了企业内部分配的合理化,对调动经营者的积极性,促进承包任务的完成起了重要作用。但是,由于经验不足,有的办法不够完善,有少数企业经营者收入偏高,影响了经营者和生产者之间的关系。为了加强对承包企业经营者收入的管理,逐步实现合理化和规范化,促进承包制继续稳步、健康地向前发展,现就有关问题通知如下。
