首都钢铁公司的职工教育在公司党委的领导下,几年来认真贯彻了中央八号文件,先后确定了公司、厂矿、车间三级办学的体制和相应的教育机构,较早地解决了职工教育经费等问题,工作得到了迅速恢复和发展。1980年制定了《首钢职工教育管理制度》,1981年,所有教育人员全部建立起岗位经济责任制,从1982年底开始贯彻落实专业经济责任制。
