农业在我国国民经济中的重要地位已被正反两方面的历史经验屡次证明。党的十一届五中全会以后,一个振兴农业的热潮正在全国掀起。本刊将在新的一年里进一步加强农业报道,以唤起社会各界对农业问题的重视,保持现在的“农业热”长“热”不“冷”。农业涉及的领域很广,有许多课题有待人们去探索,这篇关于我国农村新型合作组织的调查提出的一些新问题,可供关心农业问题的人们参考。文中提到的合作组织,是家庭联产承包制发展到一定阶段后水到渠成的产物,不是靠行政命令硬性组合的组织。我们所要做和所能做的,只是把发生在广大农村的各种新生事物以及记者的思考报告给读者,将中央的政策及时传达给读者,而无意将一些只适合于某一局部或某一发展阶段的做法硬性向全国推广。中国地域辽阔,各地的客观条件相差很大,建设和发展也极不平衡。从这个意义上讲,我国农业的出路不会只是一个模式。因此,我们所抱的期望,只是使我们的报道能给人们带来一些有用的信息,使在农村工作的同志得到一点有益的启发。
The important position of agriculture in China’s national economy has been repeatedly proved by the positive and negative historical experience. After the Fifth Plenary Session of the Eleventh Central Committee of the Communist Party of China, an upsurge of revitalization of agriculture was set off across the country. The journal will further strengthen agricultural reporting in the new year so as to arouse the attention of all sectors of the society to agricultural issues and maintain the current “agricultural fever” as long as “hot” is not “cold”. The fields involved in agriculture are very broad. There are many issues that need to be explored by people. The new issues raised in the investigation of the new rural cooperative organizations in China can be used as references for people concerned about agricultural issues. The cooperative organization mentioned in the article is the product of a certain stage of development of the household contract requisition contract system, and is not a hard-combination organization based on administrative orders. What we have to do and what we can do is to report to the readers all kinds of new things happening in the vast rural areas and the thinking of journalists. We will promptly convey the policies of the Central Government to the readers. The practice of the development stage is hard to promote throughout the country. China has a vast territory. The objective conditions vary greatly from place to place. Construction and development are also extremely uneven. In this sense, the way out of China’s agriculture will not be just a model. Therefore, our expectations are only to enable our reports to bring some useful information to people, so that comrades working in rural areas can get some useful inspiration.
