主官是部队建设的主心骨、带头人,也是一个单位的形象代表。党组织把一名干部放在主官位置上,寄予了无限重托、信任和期盼。在主官位置上,理应为单位的建设发展,官兵的成长进步、工作生活撑起一片天。然而,现实并非如此,有的主官任职时间长了,动力也缺乏了;有的远离上级机关,“自由”和“独立”得也有些出格了。因此,管住管好主官,关键是增强主官自管互管监管的自觉性,对于高度分散、军地接触频繁的人武部、预备役团主官来说,
