党的十六届四中全会把加强党的执政能力作为主题并作出决定。加强党的执政能力建设,为公安工作和公安队伍建设指明了方向。履行公安机关加强党的执政能力建设的重大责任,必须充分发挥专政机关的职能作用,努力巩固共产党的执政地位;必须有效驾驭和控制社会治安,努力创造和谐稳定的执政环境;必须坚持人民公安为人民,努力巩固和扩大党的执政基础。
The Fourth Plenary Session of the 16th Central Committee of the Party takes the theme of strengthening the party’s ability to govern and makes decisions.
