生态资源具有物质性产品和生态服务两种利用功能,两种功能与价值的利用存在冲突。在当前我国财政分权、生态服务价值实现和地方政府的政绩考核制度环境下,地方政府的理性选择倾向于将更多的生态资源配置于物质性产品的利用,而忽视其生态服务价值的利用,造成生态服务的过度损失,降低了生态资源利用的社会总福利水平。本文以两个方面现实中常见的典型案例实证检验了地方政府的行为逻辑。应改革和完善我国财政分权、生态服务价值实现和地方政府政绩考核制度,从而优化地方政府的行为,以实现生态资源利用的社会效用最大化。
Ecological resources have two kinds of utilization functions of material products and ecological services, and there are conflicts between the two functions and the use of values. Under the circumstance of fiscal decentralization, the realization of ecological service value and the performance appraisal system of local government, the rational choice of local government tends to allocate more ecological resources to the utilization of material products while ignoring the utilization of ecological service value , Causing excessive loss of ecological services and reducing the overall social welfare level of ecological resources utilization. This paper empirically tests the behavioral logic of local government in two typical typical cases. We should reform and perfect the fiscal decentralization, the realization of ecological service value and the local government performance evaluation system, so as to optimize the behavior of local governments in order to maximize the social utility of the utilization of ecological resources.
