德才兼备,是党对干部工作的一贯要求。政治品德作为党政领导干部素质结构的基本组成部分,是干部选拔任用的重要参考依据。本文梳理了国内外有关理论研究成果,总结了我们党有关党政领导干部品德方面的相关政策,对党政领导干部的政治品德结构模型进行了界定归纳,提出了政治品德的“四观”理论,即信念观、民本观、大局观和法纪观。其中,信念观是核心,明确了领导干部的世界观问题;民本观是基础,明确了领导干部的价值观问题;大局观是引领,明确了领导干部的方法论问题;法纪观是保障,起到对于领导干部思想道德和行为观念的约束作用。这四个方面相互关联、相互促进,组成一个有机整体。
