The bill, “Innovation, Research, Science and Technology Frontier” put forward by Lamar Smith, Chairman of the U.S. House Science Council, will lead to a drastic reform of the U.S. government’s scientific management. In the past year, the National Science Foundation (NSF) and Republican congressmen have been secretly rivalry. The focus of the debate is whether the research programs funded by the NSF peer review system will ensure that national interests are taken first. Last month, the confrontation finally came to the stage from behind the scenes. The FIRST bill shocks the scientific community that happened at the hearing of the U.S. House Science Council. Lamar Smith of Texas, gave the “Act of Frontiers in Innovation, Research, Science, and Technology” The atmosphere between him and the American science community worsened.
