安全生产档案是安全生产过程管理的真实记录,是生产安全事故责任分析认定的基础资料,是维护保障从业人员权益的重要依据,对于推进安全生产工作规范化、制度化,研究把握安全生产规律特点,筑牢夯实安全生产基层基础具有不可替代的重要作用。当前我国安全生产档案管理取得一定进展,但仍然存在重视不够、技术不规范、管理不完善、开发利用有限等方面的问题。本文拟从制度建设视角,梳理安全生产档案管理规范基础,剖析存在的问题,并提出规范完善的初步建议。
Safe production files are the true records of production safety management and are the basic data for the identification of responsibility for production safety accidents. They are important bases for safeguarding the rights and interests of employees. They are of great importance in promoting the standardization and institutionalization of work safety and in grasping the characteristics of safety production laws, Building a strong solid foundation for safe production has an irreplaceable important role. At present, some progress has been made in the management of archives for production safety in our country, but problems such as inadequate attention, unsound technology, imperfect management and limited development and utilization still exist. This article from the perspective of system construction, combing the basis of norms of management of production safety files, analyze the existing problems, and put forward the first proposal of standardization and perfection.
