对广电媒体的三重属性的认知,在学界和业界都已成为共识,但是在实际操作中,并不是那么容易厘清和便于操作,体制的束缚成了一道不敢轻易触碰的红线。但是“事业单位企业化管理”的机制在东部省份已实践了数十年,在一定程度上解放了广电的生产力,尽管有许多勇于创新和实践的广电媒体已认为需要在这个基础上走得更远,但对西部广电媒体来说,在当下的媒介生态环境下,能够实施这一机制,已是不易。西部地市广电媒体要善于分享东部先行者在探索和实践施行的政策红利,减少改革的阻力和风险,实现改革发展效益的最大化。
