《干部教育培训工作条例(试行)》明确规定:“建立干部教育培训的考核和激励机制,将干部的教育培训情况作为干部考核的内容和任职、晋升的重要依据之一。”公务员作为干部队伍的重要组成部分,担负着国家行政管理重要职能。而提升公务员能力和综合素质的重要途径是加强公务员的培训。当前,正确分析我市公务员教育培训激励约束机制方面存在的问题,进一步完善相应的体制机制,既是贯彻《条例》的根本要求,也是激发公务员培训学习的内在动力和潜能的根本需要。本课题通过对我市公务员教育培训情况进行深入调研,着重对进一步完善公务员教育培训激励约束机制进行探讨。

At present, the correct analysis of the problems existing in the incentive and restraint mechanism of education and training of civil servants in our city and further improvement of the corresponding institutional mechanisms are not only the fundamental requirements of carrying out the ”Regulations" but also the fundamental impetus to stimulate the internal motivation and potential of civil servants training and learning. This topic through in-depth investigation of the education and training of civil servants in our city, focusing on further improving the civil service education and training incentive and restraint mechanisms are discussed.
