以1999年全国高校扩招为开端，标志着我国高等教育进入了一个高速发展阶段，与此相应的是，我国高等教育资源正在进行大规模的调整和组合。由于我国已经全面开展了“社会主义市场经济体制”改变，所以高等教育的调整和组合在很多方面不可避免地纳入了市场经济机制。其中，高校后勤的社会化改革尤具代表性。
