伊犁地区位于北纬42°39’—45°16’,东径79°65’—84°21’之间,东、南、北三面为群山环抱,伊犁河横贯其中,形成背山靠岭的西北低、东南高的伊犁河谷盆地。伊宁市直属县年平均气温8℃左右,夏季气温较高,这种气候条件是适宜种植水稻的。但在春末秋初,本区常受乌拉尔山冷高压的影响,造成气温骤降,形成春天来得晚,秋天来得早,因此无霜期比较短,气候变化剧烈,水稻产量极不稳定。
