The pore water overpressure is generated in the viscous ground during the sudden loading, so the shear strength is significantly reduced, and the stability of the foundation is emphasized. This paper briefly introduces the theory of shear strength of cohesive soils when Dr. J. Ott, the late professor of the German Democracy Institute, was involved in the sudden loading, and proposed to use the cylindrical sliding surface hypothesis to consider the internal friction and cohesion respectively to find the ultimate load of the foundation. Corresponding to the limiting load of the internal friction part, the theories and diagrams of the Soviet Union’s Kolbnov-Bassdorff and B.B.
